The District experienced 55 sewer spills between 1999 and 2004, which led to 13 beach closings. In 2003 the District was ordered by the EPA to change its operation to minimize spills. The district was also fined $105,000 by the California Regional Water Quality Control Board. The District must modernize its infrastructure and improve its maintenance procedures to comply with zero tolerance for sewer spills. |
