In her first four years on the job, Helen Baumann has taken decisive action to cut waste, manage growth and improve county services.

2. Freed millions of additional dollars for local road maintenance and repair by helping to stop the previous board's wasteful lawsuit against voter-approved Measure H.

3. Raised fees on developers to help fix the traffic problems casued by growth.

4. Secured funds for worthwhile community projects -- without new taxes, including a new library, a new senior center, a new community center, park and recreation improvements, a local bookmobile, and training and new equipment for local firefighters.

5. Established the HEART program to improve health care and other services for senior citizens, while providing greater protection against elder abuse -- at lower cost to taxpayers.
