Reduce legal costs
This will be accomplished by hiring an in-house attorney whose time and expense could perhaps be shared with another water district and by settling the unlawful employee termination lawsuits and other lawsuits that have already cost the District more than one million dollars and may ultimately reach five million dollars or more.
Unethical Practices and lack of civility
The Union-Tribune best captured the sad state of affairs at CWD in an editorial entitled, "Public Disservice-Otay Water District Abused for Personal Gain."(See below)
Rate Stabilization Fund Reduced to Zero
There is a need to critically evaluate the rate stabilization fund to determine the minimum size needed to accomplish its purpose. Clearly, a zero fund does not acccomplish the purpose of having a rate stabilization fund.
