Candidate for Member, Rent Control Board; City of Santa Monica

A short and concise statement of the reasons why I want to serve you on the Santa Monica Rent Control Board.
I SEEK THIS OFFICE TO IMPROVE GOVERNMENT OPERATIONS.

PRIORITY ONE is to allocate additional funds for Education, Fire, Police, "Safe Buildings", and Social Services for Seniors.

This will be an uphill battle as it was for David when he fought Goliath. CORRECT?

In 1979, the RCB had a need to be in existence. Does it have to operate this way today? The State and the City of Santa Monica have passed "good" legislation to protect Tenants and Property Owners. With Education and Conservation we can eliminate duplication and waste. Initially operations were $150,000, now they are around $4,000,000, or $132 per residence per year. YOUR MONEY?

The City and the RCB "Watchdog", the Auditors, have been the same for twenty plus years. Is rotation needed? REMEMBER ORANGE COUNTY and ENRON?

Currently 200 plus Apartment Buildings were not upgraded for Earthquake Building "safety" standards, from 1994. In 1999 the Ordinance was "modified" regarding these buildings. WHY? How are they monitored by the Independent Rent Control Board? ARE THEY SAFE?

These gyrations concern me; I am a Community Activist -- liberal on social issues, and conservative on financial matters.

On November 5, 2002; vote for new ideas, via me, THOMAS DAVID CARTER.
