COUNTY DEBT

Fresno County has historically been conservative in its debt philosophies. I support a conservative debt position,however a certain amount of debt can be powerful in allowing the County to effectively meet it goals in providing superior services to the taxpayer.
A combination of debt and reserves can create an organization that has the flexibility to meet unexpected cash flow problems. Many successful organizations finance the growth of their business with a combination of debt and equity. Individuals finance their home with mortgage debt. Debt is a management tool, to be used wisely and with respect, in order achieve the goals of the people of Fresno County.

Any decision associated with debt should be undertaken with a great deal analysis. I would stress that any project requiring the County to incur debt should have to undergo a variety reviews for repayment methods and cash flow analysis, before I would support the decision. On the other hand, to unilaterally decide never to use debt, restricts the ability of Fresno County to grow and become a stronger community.
