To improve the quality of education, shall the Dinuba School District be authorized to modernize classrooms, make health and safety improvements, expand and upgrade school facilities, including constructing new classrooms and library/media centers, upgrading inadequate electrical systems to improve student access to classroom computers and modern technology, renovate schools and qualify the District to receive $11,400,000 in State-matching funds by issuing $14,915,000 of bonds, with annual audits and oversight by a citizens' oversight committee?
