As the only candidate that has investigated, prosecuted and defended criminal actions, Terry believes that all individuals should be held accountable for their actions, whether in civil or criminal cases. He believes that the court's duty is to provide for the security of society by the just enforcement of the laws. No matter how effective our police are, how aggressive and knowledgeable our prosecutors, if we have weak judges, our system will fail.

He believes that the courts should be more accessible to the public with or without an attorney. He would like to see programs expanded that provide information and advice to litigants representing themselves. It has become extremely expensive to litigate civil and family law matters. He therefore, believes strongly that alternate dispute resolution, such as arbitration or mediation provides for fast and cost effective resolutions to these cases.

Terry believes that the adult drug court has been successful and effective in the rehabilitation of individuals who commit crimes because of drug addictions. If they are not successful in their treatment, with extensive and close supervision, they will simply be sentenced. He would like to see this program expanded into the juvenile court to catch these problems when they begin with our youth.
