For Folsom only, to renovate classrooms and school buildings, acquire land, construct new school facilities, install technology improvements, and qualify for available state matching funds, shall School Facilities Improvement District No. 2 of the Folsom Cordova Unified School District issue $53 million of bonds at legal interest rates, appoint a Citizens Oversight Committee, and perform annual financial and performance audits, with no proceeds used for administrator or teacher salaries or other school operating expenses?
