Smart Voter Political Philosophy for Sesto F. "Lou" Lucchi

My political philosophy is to put the paying public first when undertaking various projects. Very often we have demands placed on the Board to decide such things as pay levels, benefits, working conditions and many other worker related problems. While we must be competive with other Districts we must also consider what is fair to the paying public. I rely on the cost of living index as well as the income level of the rate payer.

On matters involving plant operations and the requirements placed upon us by the Regional Board I always look for solutions that most protect the environment. Several times staff proposed projects that were detrimental to the environment and I succeeded in convincing the Board otherwise. On was to build a 7 mile deep water outfall and another was to retire the plant and join other northern Marin districts in building one main plant just north of Hamilton AFB then all would pump raw sewage there for treatment and subsequently pump it to the "plains of Santa Rosa." I think we chose the right solution in constructing wildlife marshes and spraying effluent on our pasture.

Another basis philosophy is that I believe we should make every effort to recycle or reuse our effluent and I believe I have some cost effective plans to accomplish that.
