Areas of Concentration:

  • Unocal Avila Beach Remediation Project: Submitted extensive scoping and critical comments of Draft Envirionmental Impact Report to assure safe public recreation opportunities on Avila Beach. Drafted resolution for approval of District formally opposing solidification of the contaminated plume. Directly negotiated with Unocal representatives to amend their proposal to provide for excavation of the beach in order to access Avila Beach for remediation (District is the property owner and Regional Water Quality Control Board set cleanup standards.)

  • Ordinance Revision Update and Enforcement: Chaired committee to revise District ordinances in order to assure equitable allocation of opportunity to consitiuents and port users in an environmentally responsible manner and to provide for legal enforcement;

  • Offshore Oil Development: Comprehensive Program for OCS leasing and Draft Environmental Impact Statement. Prepared and presented comprehensive comments to the County of San Luis Obispo board of Supervisors, Governor Wilson and the Minerals Management Service of the Department of the Interior; drafted resolution opposing OCS development for District approval.

  • Point San Luis Lighthouse: Promoted and facilitated the acquisition of the federal properties by the District; as District liaison, promoted 501C3 status for Lighthouse Keepers to assure preservation and eventual public access.

  • Pecho Coast Trail: Coordinated with PG&E, nature Conservancy, California Trails Commission and California Coastal Commission staff to assure public access.

  • Traffic Circulation and Public Access: Worked to preserve reserved road capacity for coastal recreational use.

Represented the District on the Following Multi-Agency Coordinating Committees/Workgroups:
  • Offshore Energy Master Plan(Element of the General Plan and Local Coastal Plan)-County of San Luis Obispo;
  • Clean Air Plan Citizen Advisory Committee- Air Pollution Control District;
  • Regional Oil Spill Prevention and Response Plan-U.S. Coast Guard;
  • Local Oil Spill Prevention and Response Plan- County of San Luis Obispo;
  • Multi-Agency Advisory Committee(MAC) Unocal, Avila Beach-County of San Luis Obispo;
  • Diablo Canyon Power Plant Monitoring Program Thermal Effects Monitoring Program/Entrainment and Impingement Study: Currently working to assure that the resolution of this issue addresses cumulative and unacceptable changes in the ecosystem-Regional Water QUality Control Board;

Additionally as Harbor Commissioner:
  • Lobby state representatives to retain/return locally collected taxes for local services and infrastructure;
  • Sucessfully lobbied the Appropriations Committee of the House of Representatives and the U.S. Senate for funds to restore the breakwater to the original Army Corps of Engineers specifications;
  • Monitor issue of sustainable fisheries;
  • Encourage continued support for the Central Coast Salmon Enhancement Program at District Facilities.
