The creation of new Private schools for Vouchers giving only $4000. per pupil per year, will save taxpayers money in the long run. It costs $6000 plus depending on location to educate 1 student now. Taxpayers can not bear the burden anymore. Throwing more money at a bad SYSTEM, will not fix it. We have tried that for 30 years and we need competition.

No failing student should be passed up the grades, or trained to "pass the exam". We need education. Not exam passing training.

For those in Public schools who fail, HomeWork Clubs should be mandatory.

CHARTER SCHOOLS should operate their own budget independant of the Superindentant, so the spirit of innovation can not be killed by budgeting the CHARTER into poverty.
