Phil earned his Bachelor's Degree from San Diego State University. He has also advised the legislature on issues dealing with higher education, health and human services as well as public and private pensions. Prior to consulting, he advised persons with disabilities, doctors, insurers, insurance agents, acupuncturists, cosmetologists, private schools and others on how to reach their goals here in Sacramento.
