Director; Marin Healthcare District; Full Term

Hal has the background, experience and community grounding to guide the Marin Healthcare District Board through the turbulent period that will face the District over the next 4 years. The District Board will be confronted with the renewal of the lease with Sutter Health, seismic retrofitting of Marin General Hospital and reduced access to primary care for all Marin residents.

Professional

He obtained a Master of Public Health degree specializing in Health Services Administration, which lead to a fellowship in Health Policy Analysis with Senator Edward Kennedy on the United States Senate Labor Committee. In that capacity he worked on access to health care issues within the context of the Clinton Health Security Act.

Rounding out his background in healthcare: Hal has served as the Medical Director responsible for the quality of surgical services at San Diego Children's Hospital; and as a partner in his own consulting firm he provided advise to the health care industry on methods to enhance the quality of medical care.

Community

Hal has lived in Marin County for 6 years and since arriving he ran for a seat on the Marin Healthcare District Board. While edged out of a seat he polled almost 28,000 votes. He helped establish and is currently the president of the Marin Health Policy Forum. The Forum is the only community forum for the airing of local, state and national health policy issues of concern to Marin County residents.

As a member of the 1999 - 2000 Marin County Grand Jury Hal has worked for a year on reports that address issues that are of deep concern to Marin County residents (see http://grandjury.marin.org/1999gj to read these reports).

Hal has been a mentor to an 8-year-old boy in the Marin County Big Brothers/Big Sisters program where he had the opportunity to experience the world once again through the eyes of an inquisitive child with boundless energy.

Family

Hal has been married 35 years to Fern. She has been active in local community life, having worked at Planned Parenthood, San Rafael and the Breast Care Center at UCSF.

They have 2 grown children: Lisa, a bilingual school psychologist who has worked for the Marin County Office of Education as a bilingual school psychologist and Josh a "dot-com" entrepreneur who has collaborated with Hal in the development of his startup venture.
