Smart Voter Political Philosophy for Kenneth R. "Ken" Manning

Member, Board of Directors; Upper San Gabriel Valley Municipal Water District; Division 3

The highest priority for Ken in his next term is to further the progress made towards basin clean-up. As a director of both the San Gabriel Valley Municipal Water District and the Water Quality Authority, Ken has provided invaluable leadership in the fight to clean up our undergroung resource. Through his efforts the WQA began stripping the basin of Volitile Organic Compounds (VOC's) over seven years ago. Over the following years, twenty thousand pounds of contaminants have been removed.

Today, the fight is to force those responsible for the polution to pay their share of the cost. With Ken's encouragement and suport, both the Upper District and the WQA have filed suit against the major poluter to recover costs associated with clean-up so far. To date these are the only suits brought against them. There are no easy solutions, but with continued effort we will win the fight.

Additionally, Ken has been working hard to secure a perminent, clean and cost effective water source for the residents of the valley. We have paid high water bills for to long.

Ken has been a strong supporter of our community education programs and conservation efforts. We have sponsored numerous educational trips for high school students and seniors to help them understand the issues facing our water systems today. Also, we have distributed over 20,000 low flush toilets through our local schools. This effort alone saves millions of gallons daily in our valley. making us less dependant on expensive imported water.
