Impartial Analysis from the County Counsel
Approval of Measure Q would authorize the transfer of 10.787 acres and 55 residential properties located within the City of Los Angeles and bordering the City of Calabasas from the Los Angeles Unified School District to the Las Virgenes Unified School District.

In response to a petition signed by 29.7 percent of the registered voters residing in the transfer area, on December 13, 1999, public hearings were conducted in both school districts by the Los Angeles County Committee on School District Organization to study the feasibility of the proposed territory transfer. For the 1999– 2000 school year, there were two school age children residing in the transfer area. Both students attended in the Los Angeles Unified School District.

There are no school facilities or school property located in the area proposed for transfer. The territory proposed for transfer from the Los Angeles Unified School District shall drop any liability for outstanding bonded indebtedness in such District and shall automatically assume its proportionate share of any outstanding bonded indebtedness, if any, of the Las Virgenes Unified School District.

This measure requires a majority vote of the voters of the petition area for passage.
