Shall an ordinance be adopted prohibiting any elected city official from being appointed or obtaining employment or service contracts with the city, or doing business with the city, within 24 months after they leave their elected office?

Impartial Analysis from the City Attorney
Measure II is offered as a local political reform measure. Both federal and state law impose restrictions upon elected officials from doing business with governmental entities upon leaving office. Measure II would establish similar restrictions to local elected officials upon leaving their elected positions.

If Measure II is adopted, it would impose a restriction period of two years prohibiting former South Gate elected officials from being appointed to or obtaining any position of employment with the city regardless of the nature of the work; and, from doing business with the city, including but not limited to work as a consultant or independent contractor.

As expressed in the ordinance, the intent of Measure II is to stop elected officials from receiving financial gain as a result of their special position as elected public servants.

A "yes" vote would establish a local law prohibiting South Gate elected officials from engaging in contracts or employment with the City of South Gate for a period of two years after they leave office. A "no" vote would not place any additional restrictions and would have existing State law, if applicable, govern the ability of an elected official to be employed or contract with the City of South Gate.
