Frank's Top Ten Priorities

Frank's Top Ten List of Priorities

1. Respect the Public

Citizens should be heard: Frank will actively listen.

2. Enhance library services

The library budget should be 6% of the general fund # like most other cities of our size.
Library hours should be increased to 70 hours per week for both the Main and Branch Libraries.
Library services should be available at schools, community centers, Southland Mall and Fairway Park Shopping Center.

3. Retrofit Neighborhoods

Sidewalks and potholes need to be fixed. Lighting should be improved.
Trees need to be trimmed and replaced as necessary.
Earthquake trailers, stocked with emergency supplies, should be in every neighborhood.
Long term planning for undergrounding utilities in the neighborhoods should begin.
Wetlands and hills are special neighborhoods # We should respect them.

4. Better Traffic Management

Time traffic lights better; monitor traffic flow and adjust synchronization mechanism as appropriate and/or install demand response timing mechanisms.
Stop signs and speed humps should be more easily approved and installed on residential streets.
Develop an Overpass/Underpass at five Corners (Jackson-Foothill-Mission).
Encourage CalTrans to develop double left hand turn lanes at Mission/Carlos Bee

5. Improve Public Access

City Agendas and reports for all meetings should be posted 7 days in advance.
Postings should include: Channel 15, the Web, and both libraries
Work sessions and important committee meetings should be shown on Channel 15.

6. Youth & Senior Activities

Seek development of a Youth and Senior Sports and Activity Complex in the Cannery Area

7. Promote Hayward

Hayward Residents first. Hayward Businesses first. Public Safety first.
Protect and enhance the Shoreline, the Hills, the Trail Systems and the Japanese Gardens
Work to attract and retain responsible businesses.

8. Improve I-238 ASAP

The stretch of freeway between 580 (at Castro Valley) and 880 should be expanded to 4 lanes in each direction. In addition, a two lane exit ramp from Northbound 880, and an additional exit lane and ramp to Hesperian Blvd should be included.

9. Preserve Our Heritage

Local Historic Treasures should be protected.
Find space for a Preservation Park, so historic structures can be moved instead of demolished.
Develop a Historic Inventory # identify the treasures we still have.

10. Revisit the "God Ban"

Churches, synagogues, mosques and temples should be allowed without exception.
The ban on churches on the ground floor on Main and B Streets should be lifted.
