I favor home ownership over rental.I propose to build 10,000 units at or very near BART stations in the district. They will be coop housing or condos. The only rentals will be for seniors.
Over the Past 30 years I have built more housing for working people accross the country than anyone. I have built more than 500 units in Alameda county. My proposal is to build parking garages at the various BART stations and to build housing over those garages. Those who purchase units would be required not to own cars. If a builder doesn't have to build for cars the cost can be lowered.I would also build somewhat spartin units, they would be starter homes.I would use a joint powers Authority formed between BART an the County to finance this development and the development would be done by private interest,by Rfp.
