Inequality of Benefits Between Districts

Taxpayers in Fifth District Pay More and Get Less
Commissioners on the Board of Humboldt Bay Harbor, Recreation and Conservation District have dual roles serving the common interests of all Districts, as well as constituents they represent in their individual Districts. That is precisely why Commissioners are selected to represent 5 separate Districts in Humboldt County. I believe the Harbor District Commissioners have done a good job in the other 4 Districts, but have fallen short in their obligation to consider projects in the Fifth District, where there are none, and none are planned. Development of Humboldt Harbor, in cooperation with the City of Eureka, has been the primary focus of the Habor District, to the exclusion of projects in the Fifth District. Development of a road to the beach, boat launching ramp, restrooms, a fish cleaning and disposal facility and parking lot and a breakwater in Shelter Cove while ignoring Trinidad, McKinleyville, Orick, and projects on rivers, in my opinion, is inexcuseable. The Harbor District exists to make things happen by initiating projects and seeking funding through grants and other sources.

Humboldt Bay is an important part of the economy but a fair allocation of benefits should include the Fifth District which is, and has been for many years, a cash cow providing funds for projects in other Districts. Projects in the Fifth District should be proportional to scale, such as public restrooms, improved parking surface and improved public boat launch in Trinidad instead of spending the $60,000 the District plans for a marketing study of companies who could be interested in a shipping terminal on Humboldt Bay. Other projects which would enhance the quality of life of residents and visitors to the Fifth District could be a recreational trail to the Mad River and a public boat launch and other recreation and conservation projects on the coastline, estuaries and rivers.
